Background
The University of Texas Health Science Center at San Antonio (UTHSA) is a prominent academic health and research institution dedicated to enhancing education, clinical care, research, and innovation.

The RFP seeks proposals for an AI Governance and Monitoring Platform that will facilitate centralized oversight and compliance with healthcare and higher education regulations such as HIPAA and FERPA.
Work Details
The contractor will provide an AI Governance and Monitoring Platform that includes services for centralized oversight, risk classification, policy enforcement, performance monitoring, lifecycle management, and audit readiness for all AI use cases within UTHSA.
The platform must support compliance with healthcare regulations (e.g., HIPAA) and higher education standards (e.g., FERPA). The contractor is expected to deliver operational guidance services as defined in Section 5 of the RFP. Additionally, all solutions must be adaptable to the evolving regulatory landscape surrounding AI technologies.
Period of Performance
The contract will commence on the effective date of the agreement in 2026 and will have an initial term of three years with options for two additional one-year renewals.
Place of Performance
The services will be performed at UTHSA's facilities located in San Antonio, Texas.
Bidder Requirements
Bidders must comply with applicable laws including obtaining necessary licenses and permits for work performance. They must also adhere to the Historically Underutilized Business Subcontracting Plan requirements as part of their proposal submission.
