AI (Artificial Intelligence)

Background
The Educational Purchasing Interlocal Cooperative at Region 6 (EPIC6) is seeking proposals for AI (Artificial Intelligence) Solutions & Services on an 'as needed' basis. The goal of this contract is to establish agreements with reliable vendors to supply products and services related to AI for public agencies and certain non-profit organizations. This solicitation is an Indefinite Delivery, Indefinite Quantity (IDIQ) solicitation intended for use by EPIC6 members and future members.

Work Details
The contract will cover a range of AI-related products and services, including but not limited to:
- AI-based software
- Process automation
- Cognitive insight
- Data analysis
- Communication systems (such as chatbots)
- Image recognition systems

Vendors must provide competitive pricing and terms that will be accessible to all EPIC6 members. Awarded vendors are required to extend contract pricing and terms to all current and future members.

Period of Performance
The period of performance for this contract is from November 1, 2025, through October 31, 2030.

Place of Performance
The geographic location for the performance of this contract includes the areas served by EPIC6 members in Texas.

Bidder Requirements
Vendors must submit proposals that meet the minimum evaluation score of 70 points based on criteria such as:
- Purchase price
- Vendor reputation
- Quality of goods/services
- Long-term costs for EPIC6 members
- Extent of meeting needs outlined in the solicitation
- Past relationships with EPIC6 members
- Compliance with Historically Underutilized Business (HUB) regulations
- Experience in the field
- Residency requirements.

Proposals must comply with Texas Education Code § 44.031.
