Agilent Forensic Laboratory Equipment Maintenance

Background
The Department of Public Safety (DPS) of the State of Texas is issuing this solicitation for a blanket contract for Agilent Forensic Laboratory Equipment Maintenance. The goal is to ensure the proper maintenance and support of Agilent Technologies GC/MS instrumentation at various DPS locations across the state, thereby enhancing the agency's operational capabilities in forensic analysis.

Work Details
The contractor will provide on-site maintenance services, including all necessary parts and labor for Agilent Technologies GC/MS instrumentation. Specific requirements include:

- Providing software updates for instrumentation as needed.
- Supplying parts, labor, and travel expenses for Service Engineers to make repairs at DPS sites across Texas.
- Ensuring timely response and support, including:
1. Assigned Account Customer Engineer & Backup Customer Engineer.
2. Quality measures for timely response and customer satisfaction.
3. Remote phone support from factory-trained engineers.
4. Local parts inventory with a 24-hour hotline ordering capability.
5. Call center support and software telephone support from factory-trained engineers.
6. Field repair center for instrumentation and factory-authorized preventative maintenance procedures.
- Maintaining a database management system to ensure routine maintenance compliance is completed on time.

Period of Performance
The contract term will commence on the effective date stated in the signing document or purchase order contract and will expire five (5) years from that effective date. DPS reserves the right to extend performance for an additional six-month period if necessary.

Place of Performance
Services will be performed at various DPS locations across the state of Texas.

Bidder Requirements
Bidders must comply with all state HUB requirements under Tex. Gov’t Code Chapter 2161 and submit a HUB Subcontracting Plan (HSP) as part of their response. Additionally, bidders must provide proof of certification for all Agilent Certified personnel performing under this contract with their bid submission.
