SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2254, Subchapter A, Professional Services, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting submittal of qualifications to provide prime professional architectural/engineering (A/E) services for Project #24-020-2552 the DPS Williamson County Training Academy Campus Expansion in Florence, Texas, to support the successful execution and completion of programming, design, construction, furnishings, fixtures and equipment for the Phase 1 elements detailed in Attachment F.1 DPS' Project Analysis Williamson County Tactical Training Center (TTC) Academy dated 1/18/23 . At the time of this RFQ issuance, the Owner has engaged Broaddus and Associates (as Owner's Designated Representative) to manage this project including updating and revalidating the above referenced DPS' Project Analysis report to incorporate a newly acquired, adjacent 135-acre parcel shown on Attachment F.2 TxDPS Land Acquisition Diagram dated December 2023. This program update includes a site utilities and environmental due diligence, which will help streamline the project's design/design phase. Dependent upon timing, TFC may provide supplemental information i.e. status of the program update including the site utilities and environmental due diligence to the Shortlisted Respondents. CONTRACT TERM: It is the intention of TFC to award a Contract for full prime professional architectural/engineering (A/E) services for the term of the project. Services undertaken pursuant to this RFQ will be required to commence within fourteen (14) calendar days of delivery of a Notice to Proceed. Background
The Texas Facilities Commission (TFC) is requesting submittal of qualifications to provide prime professional architectural/engineering (A/E) services for Project #24-020-2552, the DPS Williamson County Training Academy Campus Expansion in Florence, Texas. The project aims to support the successful execution and completion of programming, design, construction, furnishings, fixtures, and equipment for the Phase 1 elements detailed in Attachment F.1 – “DPS’ Project Analysis – Williamson County Tactical Training Center (TTC) Academy dated 1/18/23”. The project also includes updating and revalidating the DPS’ Project Analysis report to incorporate a newly acquired adjacent 135-acre parcel shown on Attachment F.2 – TxDPS Land Acquisition Diagram dated December 2023.
The project scope includes program verification, site planning, utilities connection planning, design and documentation, site development design and documentation (grading, drainage, paving and landscaping), and architectural and engineering building design and documentation. The A/E must work collaboratively with TFC, Owner’s Designated Representative (ODR), and the Construction Manager at Risk to deliver the design and documentation on schedule within budget estimates. The A/E will provide comprehensive services for the full scope execution of the project from engagement to project closeout and warranty.
