Background
The Town of Flower Mound is seeking proposals for Administrative Services Only (ASO) for Medical, RX, Dental, HSA, and Vision benefits. The goal is to select a vendor to provide these services while working with the Town’s benefits consultant, McGriff Insurance. The contract aims to enhance the management of employee benefits for approximately 620 employees and 1,480 total members.

Work Details
The selected vendor will provide ASO services for a self-funded medical, pharmacy, dental, and vision program. Proposals must replicate the current plans administered by Blue Cross Blue Shield of Texas (BCBSTX). Key components include:
- No commissions or consulting fees should be included in proposals.
- Proposals must demonstrate compliance with the Statement of Work tasks and provide a detailed approach to meeting task requirements.
- The vendor must maintain provider networks in current service areas and offer various reporting capabilities.
- Implementation plans must be realistic and include a project schedule.
- Pricing proposals should detail costs associated with performing the work and any network discounts available.

Period of Performance
The initial contract term is three years with options to renew for two additional one-year periods.

Place of Performance
Services will be performed within the Town of Flower Mound, Texas.

Bidder Requirements
Proposers must demonstrate adequate financial resources and provide references from similar municipalities. They must comply with delivery schedules and have at least five years of experience in the field. Additionally, proposers must possess necessary licenses and certifications and complete several questionnaires related to their services.
