Description

The Food & Nutrition (F&N) Division of the Texas Department of Agriculture (TDA) is seeking a contractor to conduct and manage program specific compliance services of comprehensive Administrative and Procurement Reviews.

Background
The Texas Department of Agriculture (TDA), specifically the Food & Nutrition (F&N) Division, is seeking a contractor to conduct and manage program-specific compliance services through comprehensive Administrative and Procurement Reviews. TDA's mission includes administering federal and state nutrition assistance programs for children and adults, regulating agricultural activities, and promoting economic development in rural Texas.

The goal of this contract is to ensure compliance with federal grant programs such as the National School Lunch Program (NSLP), School Breakfast Program (SBP), Child and Adult Care Program (CACFP), Summer Food Service Program (SFSP), and Seamless Summer Option (SSO).

Work Details
The contractor will perform annual Administrative Reviews (ARs) and Procurement Reviews (PRs) under TDA’s supervision. Key responsibilities include:
- Conducting compliance reviews of federal grant programs;
- Managing project timelines;
- Submitting weekly performance reports;
- Ensuring adherence to TDA’s review processes;
- Conducting offsite and onsite reviews;
- Completing post-review activities;
- Entering data into TDA’s Texas Unified Nutrition Program System (TXUNPS);
- Participating in appeals preparation;
- Gathering, documenting, and reporting review information to TDA and USDA.

The contractor must designate a project manager for the duration of the contract, who will ensure consistency in performance across multiple reviews. The expected number of reviews includes approximately 300 NSLP reviews, 350 CACFP reviews, 200 SFSP reviews, and 100 SSO reviews annually.

Period of Performance
The contract will commence upon signing and will continue for a specified period as outlined in the solicitation. Ongoing reviews are typically scheduled from August to May for School Operations and October to September for Community Operations.

Place of Performance
The contract work will be performed across various locations throughout Texas, including but not limited to day care homes, childcare centers, private non-profit organizations, local government organizations, charter schools, residential child care institutions, and independent school districts.
