Actuarial Services

Background
The Texas Department of Insurance (TDI) is issuing this Request for Proposals (RFP No. 454-25-0124-32938-BJM) to solicit responses from qualified vendors for actuarial services. TDI regulates the state's insurance industry and oversees the administration of the Texas workers' compensation system. The goal of this contract is to obtain actuarial services that represent the best value for TDI and the State of Texas, specifically for the Property and Casualty Actuarial Office and the Enforcement Division.

Work Details
The contractor will provide various actuarial services including:

- Reviewing insurance rate filings for all lines of business requiring filed rates in Texas.
- Developing, modifying, and informing TDI about findings on Texas statistical reporting requirements.
- Providing expert testimony in contested cases.
- Coordinating special regulatory studies or data calls.
- Reviewing and providing input on insurance matters in Texas.
- Executing miscellaneous projects as directed by TDI.

The contractor must demonstrate knowledge and experience related to these tasks in their proposal.

Period of Performance
The initial contract term will be from September 1, 2025, through August 31, 2027, with an option for one additional two-year renewal term.

Place of Performance
The services will be performed at locations designated by TDI within Texas.

Bidder Requirements
Respondents must be a Fellow of the Casualty Actuarial Society with at least 15 years of experience in providing actuarial services for the insurance industry. They must also have experience with at least three entities comparable to those described in this solicitation. Key staff assigned to the project must have a minimum of five years of actuarial experience.
