Background
The City of San Antonio's Economic Development Department (EDD) is seeking proposals to update the Economic Development Strategic Framework. This update will incorporate revisions to the San Antonio Small Business Ecosystem Assessment and the San Antonio Metro Priority Plan. The Framework, accepted by the City Council in October 2022, aims to enhance the city's economic resilience and competitiveness on a national and global scale.
It is built on five guiding principles: economic opportunity, resilience, investment and growth, assets, and equity. These principles support four primary goals focused on innovation, placemaking, workforce development, and capacity building.
Work Details
The selected Respondent will be responsible for delivering a range of services including:
1) Evaluating current and past economic development efforts;
2) Conducting a Competitive Benchmarking Analysis;
3) Providing a best practices analysis on business retention and expansion;
4) Completing an in-depth assessment of target industries with emphasis on supply chain opportunities;
5) Identifying opportunities to strengthen workforce development strategies;
6) Facilitating a perception assessment of key stakeholders;
7) Performing a site identification study for large-scale sites;
8) Evaluating the current Metro Priority Plan;
9) Assessing San Antonio’s small business ecosystem; and
10) Identifying opportunities for neighborhood revitalization.
Deliverables include project work plans, stakeholder engagement plans, benchmarking reports, assessments of target industries and small business ecosystems, site identification studies, and a final version of the refreshed Strategic Framework Document.
Period of Performance
The contract will commence upon the effective date of the ordinance awarding the contract or January 1, 2026, whichever is later. It will terminate on December 31, 2026.
Place of Performance
The services will be performed within the City of San Antonio.
Bidder Requirements
Respondents must comply with the Small Business Economic Development Advocacy (SBEDA) Program requirements. Proposals should include documentation regarding participation in local preference programs as well as veteran-owned small business certifications if applicable. Respondents are required to submit various forms including general information forms, experience qualifications, proposed plans, price schedules, contracts disclosure forms, litigation disclosure forms, SBEDA utilization plans, local preference program identification forms, proof of insurability letters from insurance providers, and financial information reports such as Dun & Bradstreet reports or credit reports.
