Description

Background
The Tarrant County Hospital District, known as JPS Health Network, is a tax-supported organization dedicated to serving the healthcare needs of families across Tarrant County. The District operates John Peter Smith Hospital and offers a wide range of healthcare services including primary care, specialty care, and pharmacy at over 25 community locations.

The goal of this contract is to procure a 340B Management Software Platform that will optimize and evolve the District's 340B program in response to regulatory changes.

Work Details
The selected vendor will provide a 340B Management Software Platform that includes:
- Support for the 340B Electronic Submission Platform (ESP) and HRSA’s 340B Rebate Pilot Program.
- Patient eligibility logic, claims-level data processing, duplicate discount prevention, and diversion checks.
- Compliance and audit support to validate contract pharmacy claims against HRSA and manufacturer guidelines.
- A dashboard for monitoring 340B savings, utilization trends, inventory reconciliation, and contract pharmacy performance.
- Continuous real-time auditing of all 340B claims using AI and ML to flag high-risk claims.
- Integration capabilities with existing systems like Pyxis and Epic.
- Reporting tools for executive visibility into program performance.

Period of Performance
The contract term is proposed for three (3) years with two (2) additional one-year renewal options. The District may extend the contract for up to 180 days after the initial term if necessary.

Place of Performance
The services will be performed at JPS Health Network facilities located in Fort Worth, Texas.

Bidder Requirements
Respondents must register as a vendor in the District’s online vendor portal. The District encourages participation from Minority, Woman, and Veteran-Owned Business Enterprises (MWVBEs) with a target goal of 25% participation. Respondents must comply with Texas Government Code requirements regarding disclosures related to business relationships and provide documentation of compliance with HIPAA regulations.
