26RFP14 Enterprise Asset Management System

Background
Williamson County, Texas, is issuing this Request for Proposal (RFP) to acquire a turnkey Enterprise Asset Management (EAM) software system along with consulting and implementation services. The goal is to enhance operational efficiencies and improve existing business processes across County departments over an initial contract term of ten years. The County serves over 617,000 residents and is governed by the Commissioners’ Court, which oversees budgetary decisions and the administration of County business.

Work Details
The contract will involve the provision of a new EAM software system that includes functionalities in several key areas: Public Portal, Service Requests, Work Orders, Asset Management, Inventory Management, and Facilities Maintenance.

The selected vendor will be responsible for implementing a system that addresses current challenges such as lack of mobile functionality, absence of an online public portal for issue reporting, difficulties in data validation and transfer from construction projects to maintenance systems, and inefficient service request processing.

The proposal must include detailed functional and technical requirements as outlined in Attachment B of the RFP.

Period of Performance
The anticipated start date for implementation activities is August 2026, following the submission deadline on March 4, 2026. The contract will have an initial term of ten years with potential for renewal in twelve-month increments based on mutual agreement.

Place of Performance
The services will be performed within Williamson County, Texas.

Bidder Requirements
Respondents must demonstrate experience with similar implementations and provide references from comparable organizations. They are encouraged to establish partnerships if necessary to meet all requirements defined by the RFP.

All personnel assigned to the project must possess the necessary skills and experience. The proposal should also outline any required certifications or registrations relevant to the project.
