Background
The City of Midland is issuing this contract for the FY 2026 Crack Seal Project, aimed at maintaining and improving the city's infrastructure.
The project aligns with the city's mission to deliver exceptional services and promote a high quality of life for all citizens.
The goal is to provide necessary labor, materials, supervision, and traffic control to effectively complete the crack fill project as specified in the attached documents.

Work Details
The contractor (COMPANY) shall perform all work necessary for the FY 2026 Crack Seal Project, which includes:
- Providing labor, materials, equipment, and supervision as detailed in the attached specifications and proposal.
- Following all general notes and specifications outlined in EXHIBIT A.
- Complying with bonding instructions as per EXHIBIT C for public works contracts exceeding $50,000.
- Adhering to wage scales as outlined in EXHIBIT D.
- Ensuring that all work is executed in strict conformity with the contract documents.

Period of Performance
The contractor shall commence work no later than ten (10) days after receipt of the executed contract or written notice to proceed.
The work must be completed within a specified timeframe as determined by CITY.

Place of Performance
The work will be performed within the geographic boundaries of Midland, Texas.

Bidder Requirements
Bidders must comply with specific insurance requirements including:
- Commercial General Liability insurance with minimum coverage of $1,000,000 per person and per occurrence;
- Business Automobile Liability insurance with a minimum coverage of $250,000;
- Workers’ Compensation insurance at statutory limits;
- Employers’ Liability insurance with a minimum coverage of $500,000 per accident.
Additionally, bidders must provide properly executed bonds and comply with Texas Government Code Section 2252.908 and Section 176.006.
