25-07 TTU Critical Infrastructure Security Site (CISS) PH1

Background
The Texas Tech University System (TTUS) is seeking Statements of Qualifications for Construction Manager-at-Risk (CMAR) Services for the construction of the Critical Infrastructure Security Site PH1 (CISS), located at the Reese National Security Complex (RNSC) in Lubbock, Texas.

The project aims to develop facilities and improvements focused on addressing cybersecurity threats and enhancing the security of critical infrastructure systems. This initiative includes collaboration with federal partners and industry to monitor and strengthen infrastructure security.

Work Details
The CMAR will manage the construction of multiple facilities, including:
1) An airplane environmental shelter (approximately 26,000 sq. ft) for storing larger assets;
2) An Administration and Lab facility (approximately 28,000 sq. ft) for administrative functions and research;
3) A Critical Infrastructure Research Facility (approximately 6,000 sq. ft) for powering electrical transmission equipment;
4) An indoor training facility (approximately 12,000 sq. ft);
5) Outdoor training facilities with support buildings;
6) Airfield enhancements including utility work, taxiway development, and security upgrades.

The project budget is approximately $297 million, with a construction budget of $160 million to $164 million.

Period of Performance
The expected construction start date is Summer 2026, with a deadline for submission of qualifications set for March 31, 2026.

Place of Performance
The contract will be performed at the Texas Tech University Reese National Security Complex in Lubbock, Texas.

Bidder Requirements
Bidders must demonstrate experience in managing similar projects and comply with requirements related to operating in a secure environment as defined by the United States Government. They must also adhere to Texas Government Code provisions regarding discrimination against firearm entities and ensure compliance with local laws regarding subcontracting opportunities.
