Description

The City of Longview is soliciting a Request for Qualifications (RFQ) from qualified firms of certified public accountants to audit its annual financial statements. The term of the audit contract will be for one (1) year, with five (5) optional one (1) year renewals as it deems to be in the best interest of the City.Submittals may be hand delivered to:City of Longview Purchasing Office (City Hall)300 W. Background
The City of Longview is seeking qualified firms of certified public accountants to conduct an audit of its annual financial statements. The City operates under a council-manager government and provides various services including police, fire protection, and public works. The goal of this contract is to ensure the financial integrity and compliance of the City's financial reporting.

Work Details
The selected auditor will perform the following services:

1. Audit the City's general purpose financial statements in accordance with generally accepted auditing standards and Government Auditing Standards.

2. Express an opinion on the fair presentation of combining and individual fund financial statements.

3. Evaluate the City's internal control over financial reporting.

4. Present annual financial statements to the City Council within 180 days after the fiscal year-end.

5. Prepare the Annual Comprehensive Financial Report (ACFR) in compliance with GAAFR and GASB standards, aiming for GFOA certification.

6. Conduct audit fieldwork from December to January, with completion and presentation of findings by March.

Period of Performance
The contract will be effective for one year, starting October 1, 2025, with five optional one-year renewals.

Place of Performance
The audit services will be performed in Longview, Texas.

Bidder Requirements
Respondents must be independent and licensed to practice in Texas, have no conflicts of interest with prior work for the City, possess adequate resources to conduct the audit within the required timeframe, and demonstrate a continuing professional education program in government accounting.
