Background
The City of Austin is seeking to establish a rotation list for small scale general civil engineering services. The goal is to select up to 16 firms that can provide consulting engineering services for various departments within the city. These services will accommodate the design of civil engineering projects that are small to medium in scale, have critical schedules, or are of an emergency nature. This initiative aims to replace the existing rotation list agreements with new contracts as the current authority is nearing exhaustion.
Work Details
The selected firms will be responsible for a variety of civil engineering projects, including but not limited to:
- Water & Wastewater Utility Projects: Planning studies, investigations, pipeline design and rehabilitation, utility relocation design, and evaluation of lift station improvements (including electrical, mechanical, and instrumentation work).
- Austin Capital Delivery Services/Various City Department Projects: Street and intersection improvements; storm drainage systems (including piping, inlets, culverts, channels detention ponds, and water quality controls); utility relocations; parking lot improvements; sidewalks and ADA ramps; miscellaneous Parks Department improvements.
Consultant services may include phases such as:
- Preliminary Phase: Scope definition, construction market analysis, needs assessment, feasibility studies, cost estimates.
- Design Phase: Cost estimating, schematic design, construction documents development.
- Bid/Proposal Phase: Attend pre-bid conferences and assist with bid reviews.
- Construction Phase: Attend progress meetings, review contractor schedules and pay applications.
- Post-Construction Phase: Prepare record as-built plans and review close-out documents.
Period of Performance
The RFQ was issued on December 1, 2025. Responses are due by January 20, 2026. The anticipated date for City Council action is April 23, 2026, with contract execution expected by May 12, 2026.

The services will be performed within the City of Austin and its various departments.
Bidder Requirements
All prime firms and subconsultants must be registered to do business with the City of Austin prior to contract award. Firms must comply with the City's Minority-Owned and Women-Owned Business Enterprise Procurement Program requirements. Additionally, selected consultants must provide proof of insurance covering various liabilities including workers' compensation and professional liability.
