Background
The City of Austin is seeking Statements of Qualifications (SOQs) for engineering services and staff augmentation for Austin Energy's Transmission, Substation, Distribution, Planning, Project Management, Operations, Public Involvement and Real Estate, and Network Engineering Groups.
The goal is to maintain continuity of engineering services by allowing Austin Energy to retain current consultants for ongoing long-term projects. This solicitation follows a master agreement with two firms that is nearing exhaustion and aims to select up to five firms with a total maximum contracting authorization amount of $105 million.
Work Details
The selected firms will provide engineering services including but not limited to:
1) On-site staff augmentation at AE offices;
2) Design and modification of transmission lines using PLS-CADD;
3) Procurement assistance for materials;
4) As-built documentation;
5) Design of underground transmission lines;
6) Analysis of existing lattice towers;
7) Grounding system design;
8) Lightning issue resolution studies;
9) Permitting for construction;
10) Regulatory compliance support for Certificate of Convenience and Necessity (CCN);
11) Cost estimates for projects;
12) Engineering support during construction;
13) Quality control reviews; and other related engineering tasks as assigned.
Period of Performance
The RFQ was issued on January 21, 2026, with submissions due by February 19, 2026. The anticipated Council action is scheduled for May 7, 2026, with contract execution expected in June 2026.
Place of Performance
The work will primarily be performed at the Kramer Lane service center in Austin, Texas, with potential remote work as directed by the Austin Energy engineering supervisor.
Bidder Requirements
All prime firms and subconsultants must be registered to do business with the City of Austin prior to contract award. They are also required to comply with the City's Minority-Owned and Women-Owned Business Enterprise Procurement Program.
Additionally, selected consultants must carry specific types of insurance including Workers' Compensation, Commercial General Liability Insurance, Business Automobile Liability Insurance, and Professional Liability Insurance.
