2025 Small Scale Water and Wastewater Pipeline Eng Serv RL

Background
The City of Austin is seeking to establish a rotation list of qualified engineering firms to provide professional services for small scale water and wastewater pipeline projects. This initiative is part of the City’s ongoing efforts to enhance its capital assets and ensure timely execution of necessary improvements. The selected firms will support the Austin Water Capital and Operations & Maintenance Budgets by providing essential engineering services for various projects identified in the Capital Improvements Program (CIP). The anticipated project costs for these small scale pipeline projects will range from $50,000 to $2,000,000.

Work Details
The selected firms will provide a range of engineering services including: planning, studies, feasibility engineering, preliminary engineering, design, construction phase services, project delivery support, and other necessary engineering services for water, wastewater, and reclaimed water pipeline projects. Specific tasks may include conducting field surveys and preparing detailed design plans and specifications that meet Texas Commission on Environmental Quality (TCEQ) requirements. Firms will also be responsible for obtaining necessary permits, assisting with bidding processes, providing construction phase oversight including quality assurance/quality control measures, and post-construction support. The contract will cover various engineering disciplines such as civil, environmental, trenchless technology, geotechnical, structural, and mechanical engineering.

Period of Performance
The contract period is expected to commence upon execution on November 21, 2025. The duration of individual project assignments will vary based on specific project requirements but will be managed under the overarching agreement established through this solicitation.

Place of Performance
The geographic location for performance will primarily be within the City of Austin and surrounding areas where water and wastewater pipeline projects are required.

Bidder Requirements
Firms must be registered to do business with the City of Austin prior to contract award. They are also required to comply with the City's Minority-Owned and Women-Owned Business Enterprise Procurement Program. Each firm must submit a completed MBE/WBE Compliance Plan along with their qualifications statement. Additionally, firms must demonstrate relevant experience in managing similar projects and provide documentation showing legal status and signature authority.
