2025-026 Seeling Drainage Phase 4

Background
The City of San Antonio, through its Public Works Department, is issuing a Request for Competitive Sealed Proposals (RFCSP) for qualified firms to provide construction services for the Seeling Drainage Phase 4 project. This project, part of the 2022 Bond Program, aims to address localized drainage issues reported by residents in Council District 7, where storm runoff has been entering properties. The construction will involve underground drainage infrastructure upstream of the previously completed Seeling Channel Phase 3 project, enhancing safety and mobility in the area.

Work Details
The scope of work includes the installation of an underground storm-drain system and associated roadway reconstruction. This encompasses curbs, sidewalks, water, sewer, gas improvements, driveway approaches, and any other necessary work as per the project plans and specifications.

Additionally, two alternates are proposed:
1. Reconstruction of Placid Drive from Sage Drive to Pardo Circle with similar improvements;
2. Reconstruction of Placid Drive from Pardo Circle to Seeling Boulevard including curbs, sidewalks, and driveways. The total construction cost estimate is $22,741,177 with a contract duration of 600 calendar days.

Period of Performance
The contract will be performed over a period of 600 calendar days starting from the Notice to Proceed.

Place of Performance
The project will be executed in Council District 7 within the City of San Antonio.

Bidder Requirements
Respondents must comply with specific requirements including providing a Subcontractor/Supplier Utilization Plan indicating at least 14% participation by Minority/Women Business Enterprises (M/WBE) and 1% by African American Business Enterprises (AABE). They must also submit various forms including a Contracts Disclosure Form and a Litigation Disclosure Form. Additionally, compliance with prevailing wage rates as per City Ordinance Number 2008-11-20-1045 is required.
