06235 RFQ Facilities Management Consultant (FMC)

Background
The North Texas Tollway Authority (NTTA) is a regional tollway authority governed by Chapter 366 of the Texas Transportation Code. It is responsible for acquiring, constructing, maintaining, repairing, and operating turnpike projects in the North Texas region. The NTTA serves member counties including Collin, Dallas, Denton, and Tarrant and oversees a system of toll roads in the area.

The agency aims to provide a safe and reliable toll road system while increasing value and mobility options for customers.

Work Details
The Facilities Management Consultant (FMC) will provide comprehensive services including strategic planning, scheduling, budgeting, cost estimating, inspection/condition assessment, project design, and project management for NTTA buildings and facilities. Specific tasks include:
- Preparing a data-driven Facility Condition Assessment (FCA).
- Optimizing facility operations and decision-making processes.
- Providing engineering support and contract administration.
- Conducting design reviews and drafting agreements.
- Assisting with surveying, asset management, and maintenance planning for NTTA facilities.

The FMC will cover various design disciplines such as architectural, civil, structural, mechanical, electrical, fire protection/life safety, and landscape design.

Period of Performance
The contract term is four (4) years from the date of execution.

Place of Performance
The services will be performed at various NTTA buildings and facilities located in the North Texas region.

Bidder Requirements
Respondents must demonstrate compliance with a D/M/WBE goal of 20%. Firms currently serving under contract with NTTA as Maintenance Management Consultant (MMC), Construction Engineering Consultant (CEC), General Engineering Consultant (GEC), Program Management Consultant (PMC), or Traffic and Revenue Consultant (T&R) are prohibited from submitting proposals. Respondents must also provide documentation of their qualifications and experience relevant to the scope of work.
