Background
The Mount Houston Road Municipal Utility District is issuing a solicitation for the construction of the 0.99 MGD Wastewater Treatment Plant Road Improvements project. The goal of this contract is to enhance the infrastructure related to wastewater treatment, ensuring compliance with local regulations and improving service delivery in Harris County, Texas.

Work Details
The scope of work includes:

1. **WWTP Road Construction Staking (Task 101)** - $11,000: This involves control and construction staking for paving items and appurtenances, including:
- Setting construction stakes for concrete pavement at specified locations (high points, low points, etc.).
- Staking for storm sewer facilities at designated locations.
- Note: This task assumes two field days of effort.

2. **As-Built No Boundary Survey (Task 111)** - $5,000: This includes verifying storm and pavement conditions of the proposed roadway and checking as-built against plan grades to ensure compliance with design specifications. This task assumes one field day of effort.

3. **General Items**: Includes various construction activities such as preparing right-of-way, relocating existing buried cables, removing concrete pavement, excavation, lime treatment of subgrade, concrete pavement installation, curb installation, drainage structures installation (including box culverts and inlets), erosion control measures (sodding and seeding), temporary sediment control measures, and electrical items installation.

4. **Miscellaneous Items**: Includes move-in/start-up costs for construction initiation, performance/payment bonds for 100% of the contract amount, general control and construction staking when required by the owner or engineer, and an as-built topographic survey upon project completion.

Period of Performance
The project is expected to be completed within a maximum of 120 calendar days from the Notice to Proceed.

Place of Performance
The work will be performed in Harris County, Texas.

Bidder Requirements
Bidders must submit a contractor's statement of qualifications upon request by the Owner or Engineer within five days of notification of award. Evidence of out-of-state incorporation to conduct business in Texas must also be provided along with the state contractor license number if applicable.
