TITAN Maintenance

Background
The State of Tennessee, Department of Safety & Homeland Security is seeking a company to provide system maintenance and support for the existing Tennessee Integrated Traffic Analysis Network (TITAN) system.

The mission of the Tennessee Highway Patrol (THP) is to ensure safe and efficient transportation while promoting highway safety through enforcement and education. The TITAN system is a suite of tools developed for the electronic collection, submission, and management of traffic safety-related data in Tennessee, which includes various applications such as eCrash, eCitation, and DUI Tracker.

The system supports over 10,000 law enforcement and government users statewide.

Work Details
The contractor will provide maintenance and support for the TITAN system, including modifications and enhancements to existing applications as well as new development for THP and traffic safety applications.

This work will require input, testing, and approval from the TITAN administrative team. The contractor must conduct security, vulnerability, and processing tests as required by the Tennessee Department of Finance and Administration's Strategic Technology Solutions group.

The contractor will maintain numerous interfaces (APIs) and web services connecting the TITAN system with other state systems, court systems, and local law enforcement agency systems. Any new source code created under this contract will be owned by the State of Tennessee.

Period of Performance
The RFI was issued on September 5, 2025, with responses due by October 17, 2025. The specific period of performance for the contract has not been detailed.

Bidder Requirements
Respondents should demonstrate experience providing similar services/products and include descriptions of staffing with project management skills and technical knowledge related to .NET Framework and Microsoft SQL Server.

At least one resource should have knowledge regarding iOS application support. Knowledge of IACP standards, CJIS data security standards, SQL Server support, browser-based application development, and experience supporting government-owned data is also required.
