RFQ Temporary Information Technology Staffing Services

Background
The City of Oak Ridge is seeking qualifications from experienced and reputable temporary staffing agencies to provide professional and technical Information Technology (IT) personnel on an as-needed basis. The selected firm(s) will support the City’s IT operations by supplying qualified temporary staff for short-term, long-term, or project-based assignments.

The City maintains a centralized IT Department responsible for network infrastructure, cybersecurity, application support, help desk services, system administration, and telecommunications across multiple City departments.

Work Details
The selected contractor shall provide qualified IT professionals in a timely and efficient manner to meet the City’s operational needs. Services may include:
- Filling any position related to Information Technology
- Recruiting, screening, and providing candidates with appropriate qualifications and experience
- Ensuring personnel meet required certifications, background checks, and security clearances
- Providing timely replacement of staff upon request or in the event of unsatisfactory performance
- Managing payroll, benefits, workers’ compensation, and any other employment-related obligations
- Ensuring compliance with all applicable federal, state, and local employment laws.

Respondents must demonstrate experience providing temporary IT staffing to public sector clients or similarly complex organizations.

Period of Performance
The contract will be for a term of two (2) years effective upon the effective date of any procurement agreement resulting from this solicitation. The City may choose to extend the term twice for up to one (1) additional year each time for a maximum possible term of four (4) years total.

Place of Performance
Services will be performed at various locations within the City of Oak Ridge depending on departmental needs.

Bidder Requirements
For remote assignments, IT professionals must be US citizens residing in the United States. The firm must also indicate its ability to meet the City’s insurance requirements.
