RFQ - Concrete Finishing Services

Background
Tennessee Tech University, located in Cookeville, Tennessee, is a four-year comprehensive university and the state's only technological university. It serves over 10,000 students and offers a wide range of academic programs. The university aims to secure a contract for Concrete Finishing Services to be utilized on an as-needed basis for various projects throughout the contract's duration. This Request for Quotation (RFQ) outlines the minimum service requirements and the process for evaluating bids.

Work Details
The contractor will provide hourly concrete finishing services as required by Tennessee Tech University. Services include:
- Installation of concrete slabs typically 6 inches thick for sidewalks and flatwork with ½ inch rebar in a 3-foot by 3-foot grid pattern.
- Broom finish on exterior slabs with 'picture framed' finish patterns.
- Troweled smooth finish for interior slabs using a minimum of 4000 psi concrete.
- All labor rates must include costs associated with travel, meals, lodging, tools, overhead, and equipment unless specified otherwise.
- Rental charges for necessary machinery not customarily provided by contractors will be reimbursable with prior approval from Tennessee Tech.
- The contractor must maintain professional conduct and ensure public areas are kept clean during work.

Period of Performance
The contract will commence upon execution and will last for five years. Costs are to remain firm for one year, with potential annual price increases subject to substantiation.

Place of Performance
Services will be performed at various locations within Tennessee Tech University, primarily in Cookeville, TN.

Bidder Requirements
Bidders must possess a valid Tennessee Contractor’s License with all applicable classifications and endorsements. They must also be registered with the Tennessee Department of Revenue for sales tax collection or provide documentation of exemption. Additionally, participation from small businesses, minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and certified disabled-owned businesses is encouraged.
