RFP Medicare Advantage Retiree Benefit Plan

Background
Williamson County is seeking proposals for a Medicare Advantage retiree benefit plan to provide eligible retirees and their dependents with comprehensive healthcare coverage. The goal of this RFP is to evaluate options that can potentially reduce costs while maintaining or improving the quality of benefits offered to participants.

The plan will be fully insured and aims to match existing Medicare Advantage plans as closely as possible, with options for enhancements.

Work Details
The successful bidder will provide a fully-insured Medicare Advantage plan for Williamson County retirees and their dependents. Proposals should include:
1) Matching current Medicare Advantage plans;
2) Alternate options if matching is not possible, clearly identifying differences;
3) Options that improve overall plan quality and cost-effectiveness;
4) A detailed outline of premiums/fees for all services over a twelve-month period, including a three-year rate guarantee;
5) Completion of included Rate Sheets and administrative costs;
6) Compliance with federal and state laws;
7) Adherence to eligibility rules as currently written;
8) No commissions or fees related to the Medicare Advantage Plans.

Period of Performance
The contract will be effective from January 1, 2026, with proposals valid for 60 days from submission.

Place of Performance
Services will be provided in Williamson County, Tennessee.

Bidder Requirements
Bidders must have a minimum Standard & Poor’s (S&P) financial rating of 'A-'. Proposals must be signed by an authorized representative of the bidding firm. Bidders are required to complete various affidavits including Ethical Standards Affidavit, Iran Divestment Act Affidavit, Fair Employment Affidavit, Immigration Attestation, and Certification of Compliance with T.C.A. 12-4-119. All bidders must agree to comply with Williamson County’s Open Enrollment communications campaign.
