RFP 2025.010 Armed Security Guard Services

Background
The Public Building Authority (PBA) of the County of Knox and the City of Knoxville, Tennessee, is issuing RFP 2025.010 for armed security guard services.

The PBA's mission is to ensure safety and security at public facilities, specifically at the Public Safety Complex. The goal of this contract is to provide checkpoint security services to enhance safety protocols within the facility.

Work Details
The contractor will provide armed security guard services at the Public Safety Complex, requiring one primary armed guard and 1-2 backup guards.

The guards must pass a TBI background check and drug screening before being assigned. The scheduled shift for the primary guard will be Monday through Friday from 8 a.m. to 4 p.m., with provisions for additional coverage during holidays or after hours as needed.

Guards are prohibited from attempting to apprehend or detain individuals and must operate a package x-ray machine at the checkpoint. They are required to carry a mobile phone during duty hours, wear a firm-issued uniform with identification, and may only carry a 9 mm handgun while on duty. PBA will provide free parking for guards on-site.

Period of Performance
The contract will be awarded for an initial term of one year with four optional one-year renewals, allowing for a total potential duration of five years.

The services will be performed at the Public Safety Complex located at 1650 Huron Street, Knoxville, TN 37917.
