Description

Retinal Screening Services
Background
The State of Tennessee, Department of Health, oversees 89 primary rural health departments that provide essential primary care services to uninsured and underinsured citizens.

The purpose of this Request for Information (RFI) is to gather insights on Retinal Screening Services, specifically targeting patients with diagnosed diabetes who require annual retinal exams as per the American Diabetes Association standards.

The State seeks information on screening software platforms and portable non-mydriatic eye screening machines to enhance their Retinal Screening program, which aims to detect early signs of diabetic retinopathy and other ocular disorders.

Work Details
The contract will involve providing a portable non-mydriatic fundus camera suitable for use across multiple clinics.

Additionally, the contractor must supply a software platform capable of supporting the camera in reading and interpreting the eye screening images captured. The services should include ophthalmic image reading and interpretation by board-certified ophthalmologists, as well as training for staff on operating the equipment and maintaining hygiene protocols between patient screenings.

Period of Performance
The RFI was issued on July 21, 2025, with responses due by August 4, 2025.

The specific period of performance for any resulting contract will be determined based on future solicitations.

Place of Performance
The services will be performed across various health departments located in counties throughout Tennessee.

Bidder Requirements
Respondents are expected to describe their training processes for onboarding staff, including whether they train non-medical personnel on screening procedures.

They must also provide details about their customer service processes, disaster recovery plans, compliance with NIST standards, and any relevant certifications or licenses required to operate in Tennessee.
