Radon Test Kit Fulfillment Services

Background
The Tennessee Department of Environment and Conservation (TDEC) Office of Sustainable Practices administers the Tennessee Radon Program, which promotes radon testing, education, and mitigation in buildings as part of a State Indoor Radon Grant (SIRG) from the U.S. Environmental Protection Agency (EPA).

The program aims to prevent avoidable radon-induced lung cancer by raising awareness and providing free test kits to citizens. Elevated levels of radon have been found in every county in Tennessee, with historic data indicating that 1 in 5 homes tested has an elevated level of radon. TDEC seeks information on vendor services for fulfilling requests for short-term radon test kits.

Work Details
The vendor is expected to provide short-term radon test kits to citizens, including the following services:
- Packaging and labeling of test kits individually with instructions.
- Ensuring kits are single-use with visible kit numbers.
- Providing a customizable website for citizens to request test kits and view results.
- Managing the delivery process including mailing, postage, delivery times, and turnaround times.
- Offering prepaid return postage for citizens.
- Sending reminders for unreturned kits.
- Reporting capabilities including timelines and formats.
- Delivering all data associated with each test kit back to the state SIRG program monthly.

Period of Performance
The RFI was issued on January 6, 2025, with responses due by January 21, 2025. The period of performance will be determined based on subsequent procurement processes following this RFI.

Place of Performance
The services will be performed within the State of Tennessee.
