PW 2025-02 Chipper Service and Brush and Leaf Collection

Background
The City of Forest Hills, Tennessee, is seeking bids for the PW 2025-02 Chipper Service and Brush and Leaf Collection. This contract aims to provide essential services to the residents, including chipping tree trimmings and collecting leaves. The City government is committed to maintaining a clean and safe environment for its residents.

Work Details
The contractor will provide the following services:

1. Monthly chipping service for all one and two-family residences in the City, including hauling away trimmings placed in the right-of-way and removing bagged leaves (Chipper Services). Payment will be on a flat monthly rate.

2. Additional 'as-needed' chipping services as directed by the City Manager, billed hourly (As-Needed Services).

3. Emergency tree service with a maximum response time of two hours for trimming, tree surgery, and road clearing, also billed hourly (Emergency Services).

The contractor must ensure that at least a two-man crew is present per truck, with additional personnel for traffic control as necessary. The services exclude chipping branches over eight inches in diameter or eight feet in length, branches containing foreign objects, root balls, or refuse from private contractors.

Period of Performance
The contract will commence on July 1st, 2025, and will run until June 30th, 2026, with options for two additional one-year renewals.

Place of Performance
The services will be performed within the geographic boundaries of the City of Forest Hills.

Bidder Requirements
Bidders must be licensed contractors eligible to bid on State of Tennessee contracts and must have certified arborists on staff from the International Society of Arboriculture. A Tennessee Contractor’s License Number is required if the bid exceeds $25,000. Bidders must submit various forms including a Contract Bid Form, Bidder’s Qualification Form, Personnel Qualification Form, Listing of Equipment, Schedule of Services, and Certificate of Insurance.
