Online Auction System For Surplus Property

Background
The Procurement Division of Knox County, Tennessee is seeking proposals for an Online Auction System for Surplus Property. The goal is to establish a system that allows for the efficient sale of surplus assets through an online auction platform, enhancing the county's ability to manage and monetize surplus property effectively.

Work Details
The selected contractor will provide a turnkey solution that includes:

- Self-service functionality for Knox County employees to post and manage auctions securely;
- Widespread marketing and outreach to potential bidders;
- Real-time secure reporting;
- Assistance with posting and managing auctions;
- On-demand training for new employees and system upgrades;
- Secure online payment collection.

The system must also feature a reporting function that includes details such as the date/time of sale, asset ID number, customer information, sale price, additional charges (e.g., buyer's premium), and total payment amount to the county. Proposers must describe how items are posted, how bids are submitted, bidder qualifications, notifications for successful bidders, changes or reposting of items, customer support details, collection of auction proceeds, any associated charges, and system security measures.

Period of Performance
The contract will be awarded for one year with the possibility of extending it for up to four additional years, one year at a time.

Place of Performance
The services will be performed in Knox County, Tennessee.

Bidder Requirements
Proposers must be registered with the Knox County Procurement Division prior to submitting their proposal. They must also comply with all applicable laws and regulations. Additionally, proposers are required to submit an Affidavit of Compliance with the Iran Divestment Act & No Boycott of Israel.
