Injury on Duty (IOD) Claims Administration

Background
The Metropolitan Government of Nashville and Davidson County (Metro) Human Resource Department is issuing this Request for Proposal (RFP) in cooperation with the Metropolitan Employee Benefit Board (Board) to establish a contract for Injury on Duty (IOD) Claims Administration, Medical Treatment Network, and Integrated Occupational Health related services.
The goal is to provide high-quality treatment and responsive care to employees while managing costs effectively.

Work Details
The required services include:
1) Third party administration of IOD claims;
2) Development and maintenance of an Occupational Health Preferred Provider Network;
3) Establishment of Independent Medical Examiner Panels for Cardiac, Pulmonary, Oncology, and Mental Health specialties;
4) IOD medical utilization review;
5) IOD medical bill review and repricing;
6) IOD Pharmacy Benefit Management;
7) IOD Case Management;
8) Return-to-Work coordination with Metro departments;
9) Statistical data reporting.
The contractor will manage claims from initial report through closure, ensuring communication with involved parties and maintaining a focus on return-to-work strategies.

Period of Performance
The contract will be performed as needed based on purchase orders issued by Metro. There is no guaranteed minimum or maximum purchase amount.

Place of Performance
Services will be performed at various Metro locations in Nashville, TN, including the dedicated IOD Clinic operated by Concentra Health Services, Inc.

Bidder Requirements
Bidders must have at least ten years of experience in providing similar services and must provide references from large clients (5,000+ employees). They must also comply with insurance requirements including general liability, professional liability, automobile liability, worker's compensation, and cyber liability insurance. Additionally, all subcontractors must be registered in iSupplier prior to the solicitation deadline.
