IDIQ for A/E Services for NDOT

Background
The Metropolitan Government of Nashville and Davidson County (METRO) is issuing a Request for Quotation (RFQ) for Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for Architecture and Engineering (A/E) services for the Nashville Department of Transportation and Multimodal Infrastructure (NDOT). This includes projects related to the Choose How You Move (CHYM) initiative. NDOT is responsible for various transportation-related functions within Davidson County, aiming to improve efficiency and expedite project delivery through multiple contracts awarded on an as-needed basis.

Work Details
The scope of services includes a wide range of architectural and engineering tasks associated with NDOT and CHYM projects/programs. Specific services may include:
- Multimodal Planning and Emerging Mobility Planning
- Transportation Demand Management (TDM) Planning
- Transit Planning, including development and implementation of public transit systems
- Infrastructure Planning, encompassing roads, bridges, tunnels, airports, etc.
- Traffic Flow and Operations Planning
- Environmental Impact Analysis and Planning / NEPA Services
- Freight and Goods Movement Planning
- Safety Planning
- Bicycle and Pedestrian Planning
- Land Use and Transportation Planning
- Congestion Management Planning
- Public Participation and Community Engagement Planning
- Resilience and Climate Adaptation Planning
- Traffic Study, Modeling, Operations, Data Analysis
- Construction Engineering Inspection (CEI) services.
Additionally, firms must demonstrate knowledge of compliance with various federal agencies such as the EPA, FTA, FHWA, TDOT.

Period of Performance
The contract will result in multiple 5-year agreements for A/E services; however, no minimum or maximum purchase amounts are guaranteed. Work will be assigned on an as-needed basis via Purchase Orders.

Place of Performance
Services will be performed within Davidson County, Tennessee.

Bidder Requirements
Bidders must comply with the Equal Business Opportunity (EBO) Program requirements which include a 7% goal for Minority Business Enterprise (MBE) participation and a 5% goal for Women Business Enterprise (WBE) participation. All M/WBE firms included in proposals must be registered with Metro prior to the solicitation closing date. Additionally, bidders must disclose any potential conflicts of interest as per Metropolitan Code of Laws Section 4.48.115.
