Health Savings Accounts and Flexible Spending Account Services.

Background
The State of Tennessee, through its Department of Finance and Administration, is issuing this Request for Proposals (RFP) to procure Health Savings Account (HSA) trustee and Flexible Spending Arrangement (FSA) administrator services.

The goal is to manage HSA and FSA services for State Group Insurance Program (SGIP) members enrolled in eligible health plans, specifically the Consumer Directed Health Plan (CDHP) and Local CDHP. This initiative aims to provide competitive pricing and opportunities for all qualified respondents, including minority-owned, women-owned, service-disabled veteran-owned businesses, and small enterprises.

Work Details
The contractor will be responsible for establishing, managing, and administering HSAs for SGIP plan members. Key responsibilities include:
- Opening HSAs for eligible CDHP members
- Managing HSAs with required reporting
- Interfacing with approximately 550 participating employers
- Educating members on investment strategies
- Developing a coordinated HSA and FSA website
- Providing online account services
- Responding to member inquiries
- Creating educational materials
- Training Agency Benefits Coordinators (ABCs)
- Collaborating with other state contractors
- Coordinating transition activities with the incumbent contractor.

For FSAs, the contractor will manage claims substantiation and adjudication, member communications, debit card processing, customer service, compliance support, and online enrollment services for higher education employees. The contractor must also coordinate with various higher education institutions for annual enrollment.

Period of Performance
The contract period will be defined in the pro forma contract attached to the RFP. Responses are due by November 12, 2024, with evaluations and presentations scheduled into early 2025.

Place of Performance
The services will be performed in Tennessee, specifically for state employees and higher education institutions within the state.
