Family Supervised Visitation Services (TFP)

Background
The State of Tennessee, Department of Children’s Services, issues this Request for Proposals (RFP) to procure Family Supervised Visitation Services under the Therapeutic Family Preservation and Reunification (TFP) program. The goal is to provide intensive services directly to children and families to prevent custody issues, support successful family reintegration, and assist children in foster care. The RFP aims to secure statewide funding for these services, ensuring all qualified respondents have the opportunity to participate.

Work Details
The contract will encompass the provision of Family Supervised Visitation Services across six designated regions: Northeast, East, TN Valley, Mid-State, Mid-West, and West. The services are detailed in the pro forma contract (Attachment 6.6), which outlines the scope of services and deliverables, contract period, payment terms, and standards required. Respondents must provide region-specific proposals that meet the outlined requirements.

Period of Performance
The contract period will be specified in Section B of the pro forma contract (Attachment 6.6), with specific timelines for service delivery as determined by the State.

Place of Performance
Services will be performed across various regions in Tennessee as specified in the RFP: Northeast, East, TN Valley, Mid-State, Mid-West, and West.

Bidder Requirements
Respondents must comply with several requirements including: proper licensure by relevant Tennessee departments; proof of education qualifications for staff; submission of a signed Statement of Certifications and Assurances; provision of bank and credit references; adherence to nondiscrimination laws; and registration with the Tennessee Department of Revenue for tax purposes. Additionally, respondents must not submit multiple responses or alternate proposals.
