Engineering Services for Water Supply Reservoir

Background
In August 2022, Tennessee's Department of Environment and Conservation released the Water Infrastructure Investment Plan to allocate American Rescue Plan (ARP) Fiscal Recovery Fund dollars towards water infrastructure projects. The Engineering Services for Water Supply Reservoir is part of a competitive grant awarded to the City of Spring Hill, TN, and must conform to the city's ARP application. This project will be funded fully or partially with Federal funds and is subject to associated Federal laws and regulations.

Work Details
The City of Spring Hill seeks a qualified engineering firm to serve as the Engineer and construction manager/administrator for the planning, design, construction, and operation of a Water Supply Reservoir at the Wastewater Treatment Plant (WWTP). Key services include:

- Project management
- Civil engineering
- Development of bid documents (plans and specifications)
- Construction inspection
- Budgeting
- Conceptual design development
- Coordination of additional RFPs/RFQs
- Assistance with Treasury ARP grant reporting requirements.

Specific tasks include:

- Geotechnical study and design
- Hydraulic modeling
- Boundary and topographic survey
- Archeological study
- Assessments for threatened/endangered species
- Wetland/stream delineation
- Emergency action plan preparation
- General permitting
- Grant administration per ARP guidelines.

The reservoir is expected to hold approximately 200 million gallons.

Period of Performance
The contract period will commence upon selection of the firm and is expected to follow a detailed scope of work that will determine the final cost. The submission deadline for qualifications is December 12th, 2024.

Place of Performance
The project will be conducted on city-owned property located at the end of Derryberry Lane adjacent to I-65 in Spring Hill, Tennessee.
