Background
The State of Tennessee, Department of Mental Health and Substance Abuse Services (TDMHSAS) operates four Regional Mental Health Institutes (RMHIs) providing inpatient psychiatric care across the state. These facilities, located in Chattanooga, Nashville, Bolivar, and Memphis, serve a patient population with complex behavioral health needs and support approximately 600 inpatient beds.

Work Details
The RFI seeks information on EHR systems that can support core psychiatric inpatient workflows including admissions, transfers, discharges (ADT), psychiatric evaluations, multidisciplinary treatment planning, medication management workflows (CPOE, eMAR), and compliance tracking for regulations such as 42 CFR Part 2.

Vendors are expected to describe their experience with state-operated psychiatric hospitals and detail how their platform supports operational needs such as census management, staffing visibility, medication workflows including closed-loop medication management capabilities, interoperability with third-party systems (HL7, FHIR), analytics governance for multi-facility organizations, and user accessibility standards compliance.

Additionally, the RFI requests insights into AI architecture within the EHR platform that supports behavioral health use cases.
