Consulting Services For The Statewide Long Range Transportation Plan

Background
The State of Tennessee, Department of Transportation (TDOT), is responsible for developing a Long Range Transportation Plan (LRTP). This federally mandated document guides the state's transportation policy and funding decisions over a minimum 20-year planning horizon. The LRTP process aligns TDOT's transportation goals with national priorities set by the U.S. DOT and Federal Highway Administration (FHWA).

The State seeks to engage qualified respondents, including minority-owned, women-owned, service-disabled veteran-owned businesses, and small enterprises, to provide consulting services for the development of the 2055 LRTP. This update will incorporate federal requirements from the FAST Act and Bipartisan Infrastructure Law (BIL) and aims to enhance public engagement while linking TDOT's policies with improved transportation system performance.

Work Details
The selected contractor will assist in developing the 2055 LRTP by:
- Conducting assessments of current transportation policies;
- Facilitating public engagement with urban and rural stakeholders;
- Establishing goals, priorities, needs, and implementation strategies;
- Linking the LRTP to Integrated Program Delivery efforts;
- Emphasizing sustainability, resiliency, rural equity, and right-of-way coordination;
- Ensuring compliance with federal performance reporting requirements.

The contractor will also be expected to streamline planning efforts that feed into project programming.

Period of Performance
The contract period will span from the award date until the completion of the 2055 LRTP development process. This timeline is anticipated to align with federal timelines for transportation planning updates.

Place of Performance
The consulting services will primarily be performed in Tennessee. There may also be engagements across various urban and rural locations as part of stakeholder outreach.
