Consultant Engineers - Roadway Project

Background
Montgomery County, Tennessee, an Equal Opportunity, Affirmative Action Employer, is seeking to retain a professional engineering consulting firm for a roadway project. The goal is to provide survey updates on landowners related to existing design plans, right-of-way (ROW) acquisition services, and utility coordination for the new roadway construction of an extension of SR-374 in Clarksville, Tennessee. This project is partially funded by Federal High Priority Program (HPP) funds and Federal/State STP-S funds.

Work Details
The contract includes the following responsibilities:
- Review and update property owner information for approximately 56 tracts within the ROW plans.
- Hold a ROW Public Input meeting if required by TDOT.
- Verify utilities along the roadway.
- Update any roadway and topographic features that may have changed since the last survey in 2022.
- Review 2022 geotechnical investigations and supplement as needed for bridge design or site changes.
- Coordinate with TDOT/FHWA for any necessary NEPA re-evaluations.
- Acquire ROW as necessary and coordinate with appraisers and landowners; ROW closings will be managed by Montgomery County through a contracted attorney.
- Submit utility relocation plans for TDOT approval.
- Develop bridge plans and cost estimates for the structure over SR-76.
- Prepare bidding and construction documents in compliance with TDOT guidelines.
- Provide itemized estimates of probable construction costs using TDOT item numbers, project specifications, and bid documents.
- Assist in evaluating bids and recommending contract awards as requested by TDOT.

Period of Performance
The overall project completion goal is set for March 2029, with specific milestones including completion of survey and ROW acquisition by July 2028, utility coordination by October 2028, and project bid advertisement in December 2028.

Place of Performance
The work will be performed in Clarksville, Tennessee, specifically along the extension of SR-374 from SR-76 to south of Dotsonville Road.

Bidder Requirements
The consulting firm must be on TDOT’s pre-approved list or have submitted a completed pre-qualification form by the deadline for Letters of Interest. The firm should have unlimited status.
