Communication Access Realtime Translation - (CART) - Captioning Services

Background
The Metropolitan Government of Nashville and Davidson County (Metro) is seeking proposals for Communication Access Realtime Translation (CART) Captioning Services. This initiative aims to enhance accessibility for individuals who are Deaf, Hard of Hearing, or require equal access to information provided at library events and programs. The services will be utilized by the Nashville Public Library (NPL) and Library Services for the Deaf, Hard of Hearing (LSDHH).

Work Details
The contract involves providing CART captioning services which include On-site CART, Remote CART, and On-site Streaming CART. Vendors must ensure secure transmission of CART output and compliance with security provisions. The services may be requested for various library events, meetings, and programs both onsite and offsite across Metro. Vendors must provide professional captioning services as needed, including:

- Display software that allows modification of visual display properties independently.
- Secure transmission methods for audio and text outputs.
- Backup mechanisms for both audio reception and text transmission.

Additionally, vendors must demonstrate experience in providing CART services at a minimum speed of 180 words per minute with 96% accuracy over sustained periods.

Period of Performance
The contract will be indefinite delivery/indefinite quantity (IDIQ), meaning services will be provided on an as-needed basis without guaranteed minimum or maximum purchase amounts.

Place of Performance
Services will be performed at various locations within Nashville, TN, including the Nashville Public Library facilities and other venues as required.
