Background
The Metropolitan Government of Nashville and Davidson County (Metro) is seeking proposals for Commercial Cellular Distributed Antenna Systems (DAS) and Public Safety Radio Bi-Directional Amplifiers (BDA), also known as signal boosters, for various locations throughout Davidson County in Nashville, TN.
The goal of this contract is to improve cellular and public safety radio coverage at approximately 400 locations that support multiple agencies including the Police Department, Fire Department, and Health Department. This initiative aims to enhance communication capabilities in areas with poor service.
Work Details
The contractor will provide the following services:
- Delivery of signals from 4G/5G cellular and Public Safety Radio service to designated Metro sites.
- Installation of new, commercial-grade equipment with a manufacturer's end-of-support date not before December 31, 2027.
- Performance of coverage tests, engineering, installation, configuration, and final testing of all materials and equipment.
- Submission of all documents required for the manufacturer's warranty.
- Maintenance of work areas free from debris.
The contractor must comply with Metro's wiring standards and provide line-item pricing for materials and labor. Documentation such as test results for copper/fiber cabling and as-built drawings must be provided upon project completion.
Period of Performance
The contract will be performed on an indefinite delivery/indefinite quantity basis with no guaranteed minimum or maximum purchase amounts. Work will be conducted as needed based on Metro-issued Purchase Orders.
Place of Performance
The services will be performed at various locations throughout Davidson County in Nashville, TN.
Bidder Requirements
Contractors must pass background checks and fingerprinting due to the sensitive nature of information handled at Metro facilities. Additionally, contractors are required to have appropriate insurance coverage including:
- General Liability Insurance ($1 million)
- Professional Liability Insurance ($1 million)
- Automobile Liability Insurance ($1 million)
- Worker's Compensation Insurance with statutory limits
- Cyber Liability Insurance ($4 million)
- Technological Errors and Omissions Liability Insurance ($1 million).
Contractors must also comply with Equal Business Opportunity (EBO) program requirements including MBE (5%) and WBE (13%) participation goals.
