CMAR For New Emergency Communications Center

Background
The Metropolitan Government of Nashville and Davidson County (Metro) Department of General Services (DGS) is seeking to engage a qualified General Contractor to serve as the construction manager at risk (CMAR) for the New Emergency Communications Center project.
This facility will combine the Emergency Communications Center (ECC) and the Office of Emergency Management (OEM), located at 2491 Murfreesboro Road, Nashville, Tennessee.
The project aims to enhance emergency response capabilities through a state-of-the-art facility that integrates various emergency management functions.

Work Details
The CMAR will oversee the construction of a facility encompassing approximately 110,000 gross square feet, which includes:
- 6,000 sq ft of lobby and community space;
- 11,000 sq ft for ECC Administration and Technology;
- 22,000 sq ft for Operations and Training;
- 14,000 sq ft for Staff Support;
- 10,000 sq ft Data Center;
- 22,000 sq ft for building utilities;
- 2,000 sq ft for receiving spaces;
- 4,000 sq ft for 311 offices;
- 19,000 sq ft for the Office of Emergency Management.
The awarded contractor must have knowledge of specialized technology systems such as CAD, RMS, GIS/Mapping interfaces, and radio systems that will be installed to support operations. Additionally, there is a proposed alternate for a covered above-ground parking garage with specific security features.

Period of Performance
The contract period is expected to commence upon award and extend until project completion.
The solicitation indicates an amendment date of September 26, 2025, with a close date set for October 2, 2025.

Place of Performance
The work will be performed at the New Emergency Communications Center located at 2491 Murfreesboro Road, Nashville, Tennessee.

Bidder Requirements
Bidders must comply with all provisions of the Contractors Licensing Act of Tennessee.
A Payment and Performance Bond is required for contracts exceeding $100,000.
The prime contractor must be licensed if the total project cost exceeds $25,000. Additionally, bidders are encouraged to include M/WBE subcontractors in their proposals to meet established participation goals: a minimum of 10% MBE and 2% WBE participation is expected.
