CMAR For New Emergency Communications Center

Background
The Metropolitan Government of Nashville and Davidson County (Metro) Department of General Services (DGS) is seeking to engage a qualified General Contractor to serve as the Construction Manager at Risk (CMAR) for the New Emergency Communications Center project. This facility will combine an Emergency Communications Center (ECC) and the Office of Emergency Management (OEM), located at 2491 Murfreesboro Road, Nashville, Tennessee 37217. The goal of this contract is to ensure the successful construction and operation of a facility that supports complex emergency communication functions.

Work Details
The project will encompass approximately 110,000 gross square feet and include various spaces:
- 6,000 sq ft for lobby and community space
- 11,000 sq ft for ECC Administration and Tech
- 22,000 sq ft for Operations and Training
- 14,000 sq ft for Staff Support
- 10,000 sq ft for Data Center
- 22,000 sq ft for building utilities
- 2,000 sq ft for receiving spaces
- 4,000 sq ft for 311 offices
- 19,000 sq ft for the Office of Emergency Management.

The contractor must have knowledge of specialized technology systems that will be installed to support operations. Additionally, a covered above-ground parking garage with 240 spaces is envisioned as an alternate project.

Period of Performance
The solicitation opens on August 18, 2025, with a closing date set for September 10, 2025. The period of performance will be determined upon award but is expected to align with the construction timeline necessary to complete the ECC.

Place of Performance
The contract will be performed at the site located at 2491 Murfreesboro Road, Nashville, Tennessee.

Bidder Requirements
Offerors must comply with all provisions of the Contractors Licensing Act of Tennessee. A Payment and Performance Bond is required for contracts exceeding $100,000. Contractors must also demonstrate good faith efforts towards M/WBE participation with established goals of 10% MBE and 2% WBE participation. All subcontractors must be registered in iSupplier prior to the solicitation deadline.
