Background
The Knoxville Utilities Board (KUB) is an independent agency of the City of Knoxville, established in 1939. It provides utility services including electric, fiber, natural gas, water, and wastewater treatment to over 490,000 customers. KUB aims to deliver safe, reliable, and affordable utility services while being good stewards of environmental resources. The goal of this contract is to replace KUB's current Customer Information System (CIS) and Billing System to enhance customer service and operational efficiency across all utilities.
Work Details
The selected vendor will be responsible for providing CIS Software and Implementation Services that include:
- Replacement of the existing Customer Information System (currently Oracle PeopleSoft 8.9) and Billing System (currently Oracle Utility Billing Component 1.6.1.21).
- Implementation services must cover planning, discovery, design, configuration/development, data conversion, testing, technical training, project team training, end-user training support, go-live preparation and support.
- The new system should consolidate all five utilities into one platform for a comprehensive customer view and improve customer engagement tools.
- Specific functionalities required include real-time meter reading display, automated notifications for usage and billing events, improved bill generation processes for commercial customers, and enhanced asset management capabilities.
Period of Performance
The contract performance period will begin upon contract award and is expected to continue through the implementation phase with ongoing support for three months post go-live. The proposal due date is September 19, 2024.

The work will primarily take place at the Knoxville Utilities Board's facilities located at 4505 Middlebrook Pike, Knoxville, TN 37921.
