Sourcewell Enterprise AI Platform Service & Integrated Delivery

Background
Sourcewell, a State of Minnesota local government unit and service cooperative, is seeking proposals for Enterprise Artificial Intelligence: Platforms, Services, and Integrated Delivery. This initiative aims to create a procurement solution for its Participating Entities, which include thousands of governmental and public agencies across the United States and Canada.

Sourcewell's mission is to facilitate cooperative purchasing solutions that enhance administrative efficiencies and provide cost savings through combined purchasing volume.

Work Details
Proposals must address one of three Lots:
1) AI Products and Platforms, which includes enterprise AI platforms with automation capabilities, AI model development support, and infrastructure management;
2) AI Professional Services, encompassing strategy development, governance architecture, managed services, and workforce transformation; or
3) Integrated AI Delivery, where providers deliver both technology products and professional services as a unified offering. Proposers may also include complementary products or services related to data infrastructure and cybersecurity.

Period of Performance
The Master Agreement will have a term of ten (10) years with no extensions. All awarded agreements will share a common expiration date.

Place of Performance
The contract will be performed in various locations as determined by the Participating Entities across the United States and Canada.

Bidder Requirements
Sourcewell encourages participation from Small, Minority-owned, Women’s Business Enterprise, Veteran-owned Business Enterprise (S/M/WBE/VBE) suppliers both as prime contractors and subcontractors. Proposers must demonstrate experience in delivering artificial intelligence solutions in highly regulated industries.
