Background
The South Dakota Department of Health (DOH), Division of Healthcare Access, Office of Rural Health and Emergency Services, is requesting proposals to support the Enhancing Sustainable Emergency Medical Services (EMS) Initiative under the Rural Health Transformation (RHT) Project. This initiative aims to strengthen and sustain EMS systems across South Dakota by enhancing system capacity, coordination, and performance to ensure reliable and timely emergency medical services statewide.
The project aligns with broader goals to expand access to care, strengthen the healthcare workforce, and advance innovation in healthcare delivery. Up to $8,000,000 in funding is available for this Federal Fiscal Year.
Work Details
Eligible applicants may apply for one or more components:
A. Workforce Development, Leadership, and EMS System Sustainability;
B. Specialized Equipment and Technology Integration;
C. Regional EMS Coordination, Shared Resources, and Integrated Dispatch Systems;
D. Clinical Quality Improvement and EMS Performance Oversight.
Proposed activities include workforce training programs, technology integration for data systems and telemedicine, regional coordination of EMS resources, and performance oversight initiatives aimed at improving patient outcomes and system efficiency.
Period of Performance
The anticipated contract period is from August 5, 2026 – July 31, 2027, with an option to renew for three additional years in one-year increments at the State’s discretion.
Place of Performance
The contract will be performed across various locations in South Dakota focusing on rural, frontier, and Tribal communities.
Bidder Requirements
Eligible applicants include South Dakota licensed ambulance services, Tribal governments or agencies, hospitals and health systems in South Dakota, educational institutions offering EMS training programs, local governments or entities involved in public safety or healthcare initiatives. Applicants must demonstrate experience related to Emergency Medical Services (EMS) and address rural healthcare delivery challenges such as geographic isolation and workforce shortages.
