Unmanned Aerial Systems (UAS) Equipment & Accessories

Background
The South Carolina Department of Transportation (SCDOT) is seeking to establish contracts for Unmanned Aerial Systems (UAS) and related equipment, software, subscriptions, repair services, and optional lifecycle support.

The goal of this contract is to support various SCDOT operations including construction, surveying, mapping, bridge inspection, asset inventory, emergency response, and transportation data collection. The contracts will be based on firm discounts off the manufacturer's MSRP.

Work Details
The scope of this Invitation for Bids (IFB) includes:
1. Complete unmanned aerial systems and integrated drone platforms from manufacturers such as Skydio, Freefly Systems, Inspired Flight Technologies, Wingtra, and Quantum Systems.
2. Cameras, LiDAR, thermal sensors, mapping payloads and other mission equipment for drone platforms from the same manufacturers.
3. Batteries, chargers, propellers, landing gear, cases, controllers and related accessories for drone platforms from the same manufacturers.
4. Flight software, mapping software, analytics platforms and subscription services for drone platforms from the same manufacturers.
5. Training, maintenance, integration services and technical support for drone platforms from the same manufacturers. Vendors must provide a firm percentage discount applicable to all eligible models.

Period of Performance
The estimated period of performance is from May 11, 2026 to May 10, 2031.

Place of Performance
The contract will be performed in South Carolina as specified by SCDOT.

Bidder Requirements
Vendors must be authorized resellers or distributors for all manufacturers included in their bid and maintain such authorization throughout the contract duration.

Compliance with federal regulations such as the American Security Drone Act of 2023 and NDAA UAS restrictions is mandatory.
