Town of Summerville Comprehensive Safety Action Plan - Safe Streets & Roads for All

Background
The Town of Summerville is seeking a highly experienced professional consultant to develop a Comprehensive Safety Action Plan that meets all Safe Streets and Roads for All (SS4A) implementation grant requirements.
The plan aims to address high-risk areas identified in the South Carolina Department of Transportation's (SCDOT) Pedestrian and Bicycle Safety Action Plan (2022), focusing on areas lacking recent projects.
The project will also coordinate with the Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) to ensure compatibility between action plans.

Work Details
The consultant will provide an Action Plan document that includes the following components:
1. Leadership Commitment and Goal Setting: Draft a Town Vision Zero Policy with a public commitment to reducing roadway fatalities and serious injuries.
2. Planning Structure: Establish a structured planning framework for oversight by the Public Works and Planning Department.
3. Safety Analysis: Analyze existing conditions, historical crash data, identify high-injury networks, and recommend traffic safety software.
4. Engagement and Collaboration: Implement a public engagement plan involving various stakeholders, including community meetings and social media outreach.
5. Equity Considerations: Identify underserved communities through data analysis and develop equity impact assessments for proposed projects.
6. Policy and Process Changes: Assess current policies to improve safety prioritization processes.
7. Strategy and Project Selections: Identify and prioritize projects based on community input and data analysis, ensuring alignment with community needs.
8. Progress and Transparency: Establish methods for measuring progress over time, ensuring the plan is publicly accessible.

Period of Performance
The project will be completed in one phase with an anticipated start date following contract award on October 9, 2025.

Place of Performance
The work will be performed within the entire transportation network of the Town of Summerville, SC, including public roadways, sidewalks, trails, mixed-use paths maintained by SCDOT, Dorchester County, and private roadways as practical.

Bidder Requirements
Consultants must possess an active Unique Entity Identifier (UEI) issued by SAM.gov to comply with federal grant procurement standards.
There are no specific M/WBE or DBE requirements for this planning grant; however, outreach to these firms is encouraged.
