Thomas Cooper Library Renovation- CM@Risk

Background
The University of South Carolina (USC) is seeking a Construction Manager at Risk (CM-R) for the renovation of the Thomas Cooper Library, located in the core of the USC Columbia campus. The library, originally constructed in 1959 and expanded in 1976, serves a vital role for students and faculty. This project aims to enhance library functionality, replace outdated mechanical, electrical, and plumbing (MEP) systems, and improve life-safety design across all seven levels of the library.

The renovation will modernize spaces to better meet contemporary student needs by prioritizing study areas over book storage.

Work Details
The CM-R will provide comprehensive pre-construction and construction services including:
1. Schedule and constructability reviews.
2. Value engineering to identify alternatives and optimize costs.
3. Project delivery phasing and early bid packages.
4. Prequalification of trade subcontractors and administration of general contracts.
5. Development of a Guaranteed Maximum Price (GMP) for the project.
6. Coordination of all trade contracts, subcontracts, shop drawings, change orders, punch lists, and Owner Furnished Equipment.
7. Installation of a new sprinkler system, standpipe system, fire alarm system, and upgrades to mechanical HVAC systems to ensure compliance with current building codes.
8. Enhancements to Wi-Fi connectivity and information technology throughout the library.

Period of Performance
Construction is expected to begin in the summer of 2026 with completion dates determined through planning with the CM-R for sequential renovation phases over several years.

Place of Performance
The work will be performed at the Thomas Cooper Library on the University of South Carolina Columbia campus.
