Strategic Planning & Meeting Facilitation

Background
The Housing Authority of the City of Newberry and Newberry County, South Carolina (NHA) is a quasi-governmental corporation established in 1968, authorized by the State of South Carolina to operate in the City of Newberry. NHA is primarily funded by the U.S. Department of Housing and Urban Development (HUD) and is governed by a seven-member Board of Commissioners responsible for developing housing policy and authorizing expenditures.

NHA currently owns and administers 315 public housing units and manages 239 Section 8/Housing Choice Vouchers along with 40 Mainstream vouchers. The goal of this contract is to engage a qualified consultant to facilitate a strategic planning retreat for NHA's Board of Directors and Executive Director, aimed at developing a three to five-year strategic plan for affordable housing development and rehabilitation in Newberry.

Work Details
The selected consultant will provide the following services:
1. Facilitation of an onsite strategic planning retreat for the NHA Board and Executive Director.
2. Conduct pre-session interviews and/or surveys with key stakeholders, including board members, staff, and community partners.
3. Review existing NHA documents such as prior strategic plans and community housing needs assessments.
4. Develop a written strategic plan that outlines mission, vision, values, strategic goals, and measurable objectives.
5. Provide recommendations related to implementation, governance structure, and funding strategies.
6. Offer optional follow-up services to support plan execution, organizational development, and identification of grant funding opportunities.

Period of Performance
The contract period is anticipated to be initially one year with the option for four additional one-year periods for annual updates, totaling a maximum contract duration of five years.

Place of Performance
The services will be performed in Newberry County, South Carolina.

Bidder Requirements
Proposers must demonstrate experience facilitating strategic planning processes for public housing-focused nonprofits or government-affiliated entities. Knowledge of HUD programs and nonprofit housing development is required. Proposers must also provide proof of licensing and insurance before contract award.
