Background
The State of South Carolina's Office of State Procurement (OSP) is seeking bids for a Statewide Term Contract for Managed Service Providers (MSPs) to deliver comprehensive IT Service Management (ITSM) system services. This initiative aims to enhance the efficiency and management of IT services across more than 70 state government agencies and departments, as mandated by the South Carolina Fiscal Year 2024 Appropriations Act and Executive Order 2022-3. Work Details
The contractor will provide managed services for the Atlassian/JIRA platform, which includes:
- Comprehensive IT Service Management (ITSM) solutions
- Integration of incident management
- Integration of problem management
- Integration of change management
- Overall IT service workflow management.
The contract will support various Using Governmental Units (UGUs) in South Carolina, enhancing their operational capabilities through shared service offerings.

Period of Performance
The estimated period of performance is from February 12, 2026, to February 11, 2031. The initial contract term is for one year with four additional one-year renewal options, allowing a total potential maximum contract duration of five years.

Place of Performance
The services will be performed statewide within South Carolina as required by the Using Governmental Units utilizing the shared services offerings.

Offerors must have a state vendor number to be eligible to submit an offer. Registration can be completed at www.procurement.sc.gov. Additionally, bidders are encouraged to attend a pre-bid conference scheduled for September 25, 2025, at 10:00 AM via MS Teams to clarify any questions regarding the solicitation.
