SCDE Centralized Platform

Background
The South Carolina Department of Education (SCDE) is seeking proposals from qualified vendors to provide a centralized platform that integrates instructional materials, student tutoring, teacher training, and coaching specifically for Mathematics Grades K-8.
This initiative aims to enhance the educational experience and outcomes for students in South Carolina by ensuring comprehensive coverage of all K-8 mathematics concepts, aligning with evidence-based practices for instruction.

Work Details
The contractor will deliver a Software as a Service (SaaS) application hosted in the cloud, accessible via web browsers.
The platform must include:
- High-quality, evidence-based instructional materials for K-8 mathematics.
- Student-facing digital lessons covering each K-8 math concept.
- Materials for teacher/tutor-led instruction and printed student notebooks.
- Asynchronous and synchronous professional development sessions for teachers.
- Ongoing on-site coaching and virtual training for educators.
- Access to over 40 hours of on-demand videos for educators.
- A comprehensive library of instructional resources, assessments, and practice materials aligned with state standards.
- An integrated student tutoring platform with features like virtual tutoring sessions and detailed analytics to track student progress.
The contractor will also conduct semiannual efficacy studies at no cost to SCDE and provide robust customer support.

Period of Performance
The contract is estimated to start on June 11, 2025, and run until June 11, 2030, with a maximum contract period of five years including optional renewals.

Place of Performance
All services will be performed at the SC Department of Education located at 849 Learning Lane, West Columbia, SC 29172.
