RFQ No. 6105-25M Emergency Operations Plan (EOP) Rewrite

Background
The County of Charleston is seeking qualifications from established Offerors to provide consulting services for the development and update of the Emergency Operations Plan (EOP) Base Plan.

The EOP is essential for coordinating responses to disasters and ensuring compliance with FEMA guidelines and EMAP standards. This update aims to reflect recent changes in emergency management practices and enhance service delivery during disasters.

Work Details
The scope of services includes:
1. Assessment & Review:
- Review the current Charleston County EOP Base Plan and recent After Action Reports (AARs).
- Conduct onsite planning workshops with stakeholders to discuss emergency management organization, roles and responsibilities, response concepts, and recovery operations.

2. Plan Development, Update, and Training:
- Rewrite the EOP Base Plan, ensuring it meets FEMA CPG 101 Version 3.1 guidance and EMAP standards.
- Design a plan development process that captures stakeholder consensus without requiring line-by-line reviews.
- Deliver three seminars to socialize the new plan with stakeholders.

3. Deliverables include an updated EOP Base Plan, training seminars, a gap analysis, compliance matrix, editable document versions, and a presentation for County Council approval.

Period of Performance
The contract will commence upon execution and is expected to be completed by June 30th, 2026.

Place of Performance
Services will be performed in Charleston County, South Carolina.

Bidder Requirements
Offerors must demonstrate experience developing emergency operations plans compliant with FEMA and EMAP standards. Additionally, they should have familiarity with South Carolina's emergency management structure, stakeholder engagement experience, expert facilitation skills, and provide at least three examples of similar projects completed within the last five years.
